tooltip not usable for each control?

I just found, that a tooltip does not appear when the object is an image or a lable. "Needs mouse notification" is active and I also use these controls with Notify() events as Object_LeftButtonDown and Object_LeftButtonUp.

Does anybody know if this behaviour is regular?

Don't know about images, but yeah, that's how it works for labels, sadly.
