That doesn't prevent the startup routine of "Getting Your Stuff", "Downloading Images", "Updating Catalog", "Syncing to Server", which is where the problem lies. The Browser is basically useless for the first minute or so after booting VM. If you're scrolling down thru the Browser it will arbitrarily jump back to the top a few times while the startup routine finishes.

Until now that was no problem for me. I know that VM and VMD do "call home" after each start and let them do their things.

This is especially annoying if you have a patch that's crashing and you're trying to find the source of the problem. Every time you start VM you have to go through the same rigamarole. It's painful! Just let us decide when we want to sync VM with our cloud account. Seems like a reasonable request to me.

Yes, the Library browser jumping is such a nuisance. It also happens when you are not downloading but just adding modules to your active cabinet. You think you are adding them one by one in sequence when you suddenly realise that it has jumped back up to the top.

To be fair, it doesn't take that long - and I have quite a few modules now. It's usually just a case of firing it up and waiting a couple of minutes, after which all is well and patching and/or playing can commence. I learned my lesson not to try to interact with the library until it's good and ready - if I do, it teaches me a lesson every time
CA read everything I'm sure as I've clocked their response time to some queries. Bottom line, if there's no response, they're either working on it, so be patient, or you live with it.

Just imagine entering this forum and the posts scroll to the top every some seconds and you have to find where you were reading and when you find the post again it scrolls to the top again. After a couple of minutes you can read the posts uninterrupted.
And the more posts there are the more often this happens.
I am sure it will not be your favorite forum.
