I know that this is an old post, but I'd like to second the request, and add that perhaps the Cherry Audio quantizer could be modified to accept scala tuning files?
I am looking into the module builder, but I'm pretty sure that is beyond my abilities at that point. (I'll still give it a try though...)

Microtuning - Great idea - Reaktor can do it - in several ways. Using skala input files would be very versatile - but just a "simple" modul that allowed you to convert a 12 steps/octave voltage signal to "any" number of steps/octave would be really cool (I like 19 )

If you just want to change the number of keys per octave, there's no module required. All VCOs are capable of doing this.
For example, if you want to do quarter-tone microtuning with 24 keys to the octave, just plug the keyboard CV into any exponential FM input and type in 0.5 for the attenuator value. The value to type in for the knob is equal to 12/keys. So if it's 19 you want, just type in 0.63158 which approximately equals 12/19.
The above only applies to equal temperament. Custom scales, like "just" tuning or the like, will require custom quantization which would require a module.

I have submitted a quantizer / scaler module for approval with support for scl files. Will add a link here when its approvad and available in the store. No support for kbm or tun files yet but I might add that if there is an interest.
