..but without modules it doesn't do anything.

That's very strange. Given it does nothing without modules, why have it free? Also, this business model is not clearly enunciated in the store. I was definitely under the impression I was purchasing VM as such, and that it came with some drum modules also.

Don't get me wrong - I am a huge fan of VM and I think it is truly excellent. But even with your explanation, this is still confusing to me and I am sure others. Sorry!

I'm not nitpicking. I am about to become a third party developer and I am very concerned that the ecosystem as a whole is clear to people, for everybody's sake. I'll have a bunch of modules for consideration in a few months.

You can use Voltage Modular Designer to develop your own modules. These modules you can use with Voltage Modular. That's all free.
