Currently I've got just a personal license. Questions:
1) Do you have to republish to get changes to propagate to the published version, or is there some other mechanism?
2) Can others see work in development?
3) Are the answers to 1 and 2 different with a commercial license?

It's a bit confusing because the term "publishing" is used to mean two different things.
When you publish from VMD it just means you are loading a module to the server which enables you to test in VM proper. To publish as in making it available to the public is something else and you do this in the dashboard product section but you need to submit it for approval first.
CA can see your modules before they are made public as they need to be able to test them prior to approval but they don't get to see your source code and I very much doubt they ever look at anything prior to submission for approval.
If you have beta testers then you can put a module into beta so that it becomes visible to them prior to submission for CA approval.
