Installing and Using Apache Commons Math4

Anyone here have any familiarity with this? I'm running into all sorts of trouble specifying the package names for version 4.0 beta 1. It's not clear whether or not the "4.0beta1" should be part of the package name; it unpacks using those names, but specifying CLASSPATH using that doesn't work. Either I get compiler errors saying the package couldn't be found, or there was an error with the import statement occurring in the package. I got it straight from Apache's main mirror site. Anyone got an idea here? Searching for help on the web just leads me to links that assume I must be using Eclipse, and I'm not.
